Your test is not ideal. Largest issue is that the numbers are very small, which reduces precision. Second is that the upper limit for mitigation on a survey ship is 65.70%, and this comes with steep diminishing returns (and you look to be just below this limit).

So looking at your number I would say that Hemmer is getting a mitigation % inbetween 65.6399% and 65.6877%, while 5 is getting between 65.6851% and 65.70%. Unfortunately because this is the limit of the data provided and that there is an overlap between the ranges it means that, while on the face of it 5of11 looks higher, it's actually possible that Hemmer is higher here (65.6877% vs 65.6581%, though very broadly this difference would be lower than expected and worth further scrutiny).

I would instead look at some of the heavy transports, maybe get a few hits on each setup. This will give you much larger numbers to compare with and get more precise mitigation numbers (crits are better, crits with self hull breach even better). An export of the combat log would be helpful also, so that we can roughly work out your bonuses in effect to see if both crews line up with expectations for amounts added.

The issue though is that the precision on those numbers is too low and doesn't actually show that, though it's also a hair lower than I'd expect offhand and so worth further investigation either way.

But again, the numbers he used for testing lack precision, so the lower Hemmer mitigation might actually be higher than the higher 5 mitigation (because there's a range of values that will return the mitigated amount). So likely it's just rounding making it look off, but.. it should still be a hair higher still based on the additional stats and a very rough estimation of stats required to hit those numbers.

I've broken it down to a range of %'s to show that there is actually an overlap on the possible real mitigation %, so not strictly evidence of a bug with Hemmer. Though, and without knowing what the rest of his numbers are so certainly not definitive, the difference between the ranges was smaller than expected based on very rough numbers.
What you want to do then is NOT hit max mitigation, keep it at a moderate level instead. And then compare with controlled stats for Hemmer vs 5, and you should expect to see a clear benefit here for Hemmer (though clear really just means outside of possible rounding errors).

He was unaware of the lower cap for surveys, and he made the common mistake of assuming that mitigated / damage is accurate for mitigation % (though it can be much more accurate if you use it "properly" i.e. look for larger numbers, get a good sample of numbers, and then find a value that will instead fit the sample).

Glad I could stir up a good and lively discussion on this topic yesterday! It was a bit of a time and rss sink because I really wanted to gather some solid data yesterday afternoon. First, I made 2 crews for the D4 which had Hemmer cap vs 5 cap, with nearly identical total officer health, and plowed them into level 49 Klingon Transports to see the results. Repair bills and warp time aside, the data was very clear that Hemmer was hitting max mitigation while 5 was over 1% lower. Strange I thought, maybe some lower hostiles would show some different data. And the D4 was pretty high in the base mitigation department so what if I tried a ship with lower defense values like the Franklin A? So I balanced out some healthy crews and plowed the Franklin A into some level 40 transports in Ty'Gokor. Looking at the battle logs, the mitigation numbers showed the same as the previous test (Hemmer hit max while 5 kept me 1% or so lower).

The problem is, based on anecdotal data (which I understand is potentially coincidental), Hemmer-crewed ships never seem capable of killing the same number of hostile targets as 5-crewed ships. And I even saw this bear out a bit during my testing, where the 5-crewed ship killed a 40 and a 38 before dying to another 38, while the Hemmer-crewed ship died to the first 38.

So I started looking elsewhere in the combat logs - effective penetration, crit rate, etc, to try and figure out just what could be going on. Because with all else being equal, it seemed that Hemmer just wasn't giving the same results as 5. Almost like there was some phantom variable dependency that somehow made Hemmer less effective even though on the surface he should always be better against enemy transports. Or maybe I'm just neurotic and a bit OCD. Either way, I wasn't able to find any smoking guns and I'd like to submit some combat logs for other folks to review so please let me know the best way to do that!

For those battling with the “preparing” screen with the ASB, we have identified that at least the salvage yard, diplomacy centre and the tactical deck all cause this bug. The work around is to rush all these buildings (I.e. stockpile the speed ups and complete the buildings in one go). @twilit grail @lethal helm @thorn loom @knotty yacht

The only way out of the preparing screen once you have it, is to reinstall the game

This took us a long time (and hundreds of game reinstallations) to work out 😂

We are also planning to rush the assembly chambers and the plasma processor, assuming that they are also bugged… although we have no evidence to support that theory just yet! However, assume the worst is likely the safest option 😂

I have to say this asking me to reinstall this game to fix it ain’t happening. It is way to time consuming and taxing and fusterating to get my game back for it always makes me start a new game and jump through a lot of it before I’m finally able to get to get back to my original game. So no scopley that method doesn’t work for me. If I’m forced to do that again I’ll just go back to focusing on playing my PlayStation games or start a new game that lets me change servers . A feature you promised was supposed to come to all us higher then 12 lvl players whose only option to play with friends and family on other servers is to quit start a new game and transfer from that server before lvl 12.

The leader's officers become the benchmark for ALL attendees who arrive with the same officers. So if I run an armada with a max 5/11 + 2000 health below deck, all 5/11's join with these same stats. Regardless of tier. It works backwards too. So if a t1 5/11 leads the armada, and I joined with a t5, my 5/11 is nerfed. This is how gaila was used to defeat the cardimadas so easily

The limit is just static text it doesn’t update depending on how many times you pulled it. Once you pull that chest 10 times in total (across all cosmic cleanup runs) it will disappear as an option for you.

It's not a bug, you can't use an officer not in base. If you only want to see them in your officer list while crewing another ship, all deployed officer will be on the far right. There also filter to use, if you only want to see some category

Default filter is strength. But any other filter work the same. It will show officer on ship but NOT deployed/on away mission as any other, but will show deployed officer on the bottom of the list (probably because you can't use them anyway)

Yes you can. You get shards for completed characters when you open boxes. They just automatically change to XP so you don’t see the shards. You’ll complete those milestones

You should still be able to click on the spot where "Attack" should be. Mine would go in an infinite loading circle when trying to click a hostile, but if I clicked the spot where Attack should be (no menu appearing on screen) my ship went off and attacked.
