I have no idea if newegg has a PC assembly service, but as for installing windows on a fresh drive:

What you'd want to do is google "windows 10 installation media", and there on microsoft's website you should be able to download the installation media which you should then put on an empty flash drive that is at least 8GB. From there, run the installation media and make sure to install the components on that same flash drive. Then you should be good to plug that flash drive into a system with the drive you want to have Windows 10 on. From there, you should be able to follow the setup's instructions.
