More specifically, it's because the game requires the flag cPlayer:EnableInviteMoveoutNPC to be enabled in order to invite them. The flag gets enabled when you tell Orville you want to visit another player's island while cLand:RcoEnableBuyHousingKit is true.

How do I upgrade the nook center?

It must have been 30 days since Nook’s Cranny was built. You must have made 200,000 bells worth of transactions (buying and/or selling) at the shop, and Mabel must have visited! Once all three requirements are fulfilled, the upgrade is unlocked.

The Resident Services? It's automatic after you have completed the three house quests (and have three villagers for those) and I think you also need the museum

You can get villager posters of villagers in your island via going to Harv's island and putting yout villagers inside his house. They are a part of the furniture tabs (they will have their own tab where you essentially palce them down like furniture). When you go back to your island, you should have the posters at your Nook ATM (nooks shopping) where you can order them

I'm not sure what EventFlowSystemActor.IsDifferentAreaVisit means exactly, could mean an island you've never gone to before, or one in the other hemisphere.
