Ignoring and bullying villagers doesn't really affect a lot. But make sure you have at least introduced yourself to the villagers you want out (you can't move them if they don't "know" you)

the first column of the limit breakdown tells you what the max number of stars you can get is, the second column then tells you the MINIMUM number of wishes needed to get the max. I hope this clears things up a little

if it's you and visitors, you can earn a max of 40 star frags, if they wish at least 100 times and you wish your 20

Nope!! The resident services/town hall/plaza will stay in the same location throughout your whole game!! Thats why its included in the initial map, any other building can be moved though!

there is a range of items that gulliver may give you as a thank-you for rescuing him. i believe that gulliver or gullivarrrr will at least come once in 2 weeks, but it can be either. i think...you can't make him give you moai statues more so maybe you just have to tt to whenever gulliver is here im not 100% sure but that's what i can say

To get your first shovel in Animal Crossing New Horizons you will need to donate 5 fish and/or bugs to Tom Nook. He'll give you a spot to set up for the museum, and once that's there Blathers will give you a recipe for a shovel. This will allow you to craft it whenever you want.
