Doesn't matter if they are amiibo or not, the most recent villager will not get a moveout thought bubble. If you see them having thought bubbles then it'd be for other reasons such as selling you clothes etc.

So unfortunately, if you are the "resident representative" (the character who named the island) of the island on your Switch, you won't be able to take your character and their belongings to the new device unless you also take the island with it. Alternatively, if your sister happens to be that person, then you'd only be able to take your character, and not the island. I think your best bet would be to start from scratch on the new Switch Lite, unfortunately.
