It's completely random, aside from a couple factors that would exclude certain villagers at certain times, such as if they're already moving out or something of the sort. If you don't like who the villager choose to replace, you can reset the game without saving before hitting yes or no to their suggestion, and you can potentially reroll it again after pestering them again!

I was never told this before and don’t know if it matters, but if someone has a thought bubble and you go in and come out a building and they still have a thought bubble, those are the ones asking to leave. I noticed it’s different when someone has a thought bubble but it’s about something else entirely when you go in and come out they’re not thinking anymore. Cuz Lily was thinking and still thinking even after I went in and came out multiple times and she asked to move. But someone else who was thinking and stopped thinking when I go and come out when it was something random.

You can just keep talking to them and gift them something if it’s their birthday, @warped scarab . I went to Stitches party at my fiancé’s island today.

• Visit Nook Miles Ticket islands (mystery tours). These islands always have rocks you can hit for materials.

You can dig holes behind you to prevent being knocked back. This way you will get the max possible items from the rock. Also you can go to mystery islands to hit rocks there. Make sure not to eat fruits before hitting rocks, so they won't brake
