You're missing the MLK Memorial library CP, you have to do a side mission to reveal it, without it you won't be able to complete any retaliation in that area.
East Mall and West Potomac Park also have CPs that don't become available until you do their side missions. The issue has been reported to Ubisoft.

main problem is that intimidate needs to builds up, loses stacks really fast when you dont have bonus armor and has range limitations

so for an hunter's fury build using a shield

sure it will work

but you are limiting yourself a lot to close range

You need to do one of two things, either:

Complete the Jefferson trade center manhunt mission for the reconfigure blueprint or;

Get the Bluecreen from an Exotic Cache.

Doing either of those two things puts the Bluescreen into your loot pool, you can then obtain it from anywhere as a drop.

Whenever an enemy or chest drops loot, there's a chance (varies depending how many directives you have active) that it will also drop a piece of target loot, which is a smaller pool of possible items.
Target loot is assigned to each mission and open world area and changes each day at the daily reset. Countdown and summit let you pick your own.

1. Party Up, for the hounds and the bounty itself. Each player have a different chances of bounty activation, 4 players = higher chance one of you got it.

I am fairly new to TD2, low SHD level right now. Trying to solo the Houndsman bounty but I run out of ammo killing all the little hounds long before I can finish. Usually get ambushed by the Houndsman himself late in the attempt. Tried different weapons and so far Pestilence shreds the robots but it does take a lot of ammo. My skills usually aren't useful due to EMP blasts etc. I tried EMP grenades on the robots but they don't seem to affect them. I know I'm not the most gifted player - far from it - so is this super hard to achieve and I really need to team up?

Failing that, pay attention to his movements, duck into cover when he aims at you, get an obstacle between you when he aims his oxi and stay well back from it, shoot him while he's running

Other than that it's a matter of practice, learning their movement patterns, when it's safe to shoot and when you should be in cover, how to avoid getting an oxi to the face. Go with a full damage build, don't let them just shoot at you, take your time and don't rush it.
Could wait until the weekend for a big boost to damage, or go watch some streamers/YouTubers do the fight to get a better idea of tactics.
