@carmine sky The very short answer is basically that it takes up a backpack slot and replaces it with something that's worse than a backpack slot, to add in more Set bonuses, which are fairly often a weaker part of any build.
Name pretty much any build with it, and you can make it better by leaving it out.

I think the lvl 35 capacitor from the progression cache is a special case, from what I've read it can't be reconfigured and doesn't give an exotic component when deconstructed. Apparently it might also prevent you from earning a guaranteed one from the summit challenges.
