It's probably one of the 'you had to play that season' ones.
Note that target loot has no effect on blueprints, they're completely random.

Modifier "Fortified Shield" does not seem to work correctly or it is just weird on my game. Says in my stat page that my shield goes from 4.7 mil to 6 mil. Last I checked, 100% should be double.

Depends how you want to do it. If you fill up on spec ammo first then go into DUA on normal difficulty you can easily get the kills with minigun or grenade launcher.
If you want to do it on a harder difficulty then tac-50 on a sniper build is a good option but you'll have to keep farming for more ammo as you go.

2 new “dumb” questions for my day.

1. In the library, in the marksman rifle category. I have ONE ATTRIBUTE “Rate of Fire” that is stuck on 4.9% of 5.0%”
   I do not know how long it has been this way, or if I just never noticed it before; but I cannot obtain the final .05%. I even crafted a MR with RoF on it, and the library wouldn’t take it.

Is this a bug? Is it known? Anyone else look at their library and see if it is stuck as well?

St Elmo's is easiest found through the Targeted Loot (TL) system, Challenging Countdown, AR TL + Exotic Caches from its vendor will be your best overall method. Although you can also roll some random dice with Priority Objectives.

Just an FYI: div2 doesn't really have "classes", the closest thing we have are Specialisation Weapons (Spec Weapons), which when "set" on your character, offer various bonuses. You can change for free back at the BoO (White House or Haven).

Ah, I've got some bad news for you.

So, the Bighorn/EB/Rav are all not affected by TL (targeted loot) allocation in the DZ, the chance is always locked to 0.02%.

It's best to just pretend that the DZ doesn't drop them, and if you magically happen to get one, be surprised and happy.

Div2 youtubers are (mostly, but not all) about as innacurate as can be. Sometimes it's malicious, other times it's just a simple matter of not understanding the rather complicated math stuff, thinking they do, then running with the wrong answer.

Just so I don't break Rule 12, I'll talk in more general terms.
You see how certain builds mention things like "10% AR damage from this fenris piece" or "20% sniper damage from this habsburg"? Those are actually both wrong, because the damage scales based of the well, base. So it's more like a 2-3% buff for Fenris, etc.
tl;dr Be careful about any div2 youtuber, there's like 3 good ones, and 1 retired years ago.

Smg means any primary weapon

Almost after every logon I immediately get presented the "server shutdown timer" on the bottom of the screen. It ticks down, then changes to "server shutdown imminent" but stays like this forever. Is that a new bug? I am on PS5, EU servers. Even on the character selection screen the info does not got away, I have to close and restart the game to get rid of it until it pops up again... Anybody seen this? Bug known or unknown? Can't find anything on the Trello...

Any solution yet for gamepad/controller users regarding the Active Modifier problem? Talking about "inspect loot" (really "player interact") and "activate overdrive" both assigned to ⬆️ on the D-pad. I'm on PC using xbox controller. I'm still here using a controller in my left hand and mouse in my right. with all the needed buttons mapped to where i can reach them with just that hand on controller. and i've got a bunch of remaps to my mouse which has like 8 programmable functions/buttons

fire, reload, take cover, and stuff on the mouse. skills and not much too much else on the controller aside from menu navigation

well, also in the PTS the reviver had no cooldown on the OC it gave so you could literally just revive someone, go into OC and shoot them with your OC chem heal they go down again you revive and continue your OC healing

i'm sure if they get the revive hive to play off the talent they'll put a OC cool down too

Iirc after all the upgrades are fully filled in each SHD level just gives you health

That's what happens regularly with red/dps/dmg builds
If you want to survive more, you'll have to sacrifice reds for some blues: 3/3, 4/2 or 6 (6 blues is full survivability, so you'll shoot Nerf Darts)

You can look at Heartbreaker for survivability and dmg at the same time, but HB's armor relies on stacking, so you'll need an ACS-12 to gain some stacks before attacking.

There's nothing happening with Exotic drop-rates and the April Fools ones. Basically, you're just getting way more Exotics overall, but most of them will be used for Components.

Farming now is actually an excellent idea, since you will stock up loads of Exo Comps for later use.
