When you go to boost a character, it says SOME achievements cannot be earned. When you look at the boost in the premium store page, it says a boosted character cannot unlock achievements. So, which is it? I played through all of the content four years ago, everything except the zoo mission, and got nearly all of the achievements then. I boosted my new character, and wanted to go for the remaining achievements I need, but now I'm not sure if I even can. Nothing is clear.

Once you hit Lvl 40, you can get decent loot quite quickly via a mode called "Countdown". You can even select your own Targeted Loot.
Just pick Challenging, and matchmake. You'll get a team in <1 minute.

To be fair, just slap any good AR on a striker set with memento backpack and you are good to go

Depends on the exact situation and your preferred playing style and skill but most generally versatile one is striker with vigilance and either (perfect) glass cannon or obliterate.

The general rule is basically always use ceska on a gearset build if you want crit. Foxes are mostly only worthwhile if you're using full high end and already have lots of crit from the extra brands and minor stats

So you're best doing that with a group

It's damage isn't top in any area and it's just a shield repairer.

If you are running modifiers you can just get your shield OC and not worry about repairing it anyway.

Crafting is not the main way to obtain gear anyway. Most people who have tons of materials will use it to short cut but crafting typically returns lower rolled items vs doing countdown on challenging.

Best way is invaded missions(DCD is the fastest and it's invaded this week). You have your level 40 run the invaded with 5 directives on heroic and you you run your level 30 thru the WONY intro as it'll save you a mission completion. Once the level 40 gets to boss room have the low level join and finish the mission. Takes 6 mission completions.
