Animators. The SMG (Both the old school M7 and the M20 from Halo 5) would have needed a full set of animations made for both first and third person. Given how all but one of the additional weapons added to Infinite in late 2024 and 2025 reuse animations from other weapons, it's safe to guess they didn't have any one on the Infinite team to animate. Only reason the Mutilator has unique animations is because those were done years ago before the guy who did them moved on to work on Doom at Id

And yeah, the Slipspace Engine was not the best to work with from what I hear

I remember doing one man army missions as anti-tank by destroying lots of tanks (10 in one match) holding an objective for 10 minutes due to onslaught of enemies ground infantry and shot dow two jet fighters (by luck).
