Allocating the CE remake team to focus on halo 7 if there's alr a halo 7 team would end up with a too many cooks spoil the broth situation and then lead to job redundancies.
Plus different projects obviously would have different completion lengths so it would make sense that the team allocated for CE remake finished faster than a potential halo 7 team.
But speaking from a business perspective, simply reallocating more teams onto the same project can become more of a detriment to a company and be unwise for profitability too
