343i's kind of got this issue with handling IVs I've never really liked. It's very hands-off, minimal engagement outside of gameplay nowadays.
5 was about what I was looking for, to a degree, but it hasn't been kept up with.

IIs and IIIs feel a lot less abundant and more unique in a way? kind of because of the child program and the young conscription+most of them dying
but the IVs feel a little more personal in terms of their "volunteering" into the program

Because 'children make the best soldiers because they grow up with these nifty vat grown organs or are more malleable than adults!' Is a concept in at least five franchises I can name off the top of my head besides Halo.
