That solves the stack problem but you also have the thing of Sync queuing which is successful does actually work there's a game I'm currently watching to come back to steam called dark and darker and they currently have an issue where people keep teaming in the solo instance by Sync queuing.
They could easily do the same thing in halo infinite.

I think the better solution would be allowed for 2 or 3 disconnects the first one in case something does happen the second or third time you get banned and allow the bands to stack up for more than 24 hours for a continuous instances of this happening within a certain time frame of like a week for example.
After a week wipe the slate clean.
And I also usually play solo it's just something I've learned to tolerate more.

The UNSC doesn't have Ion weapons, which is apparently the primary armament of that thing.
