Big damage always works

There are no specific builds for EM4 because there is a lot to consider, high Heat EM4 is much much harder than just EM4 alone

You usually just go for the same builds you go for Anyheat

While trying to play the fight more safely because it’s easy to take too much damage there, also might have to adjust some things here and there that help you more with the fight

Like an Aphro attack instead of an Arty attack because Weak is good damage reduction etc

Regarding FO2, the most successful pact for newer players doing their first 32 Heat, at least from what we've seen, doesn't use any FO at all. So there are a lot of options that are a lot easier than FO. But that said, pact difficulty depends a lot on the pact combos and what aspects you're using etc.
