To get a call on first boon you need to reroll with fated persuasion

The first boon you take will always offer only cores with priority if everything is empty(so atk/special/cast/dash)

Unlikely. The technical test will be for stuff they expect to work on recommended hardware, which they will already have a good idea of. They won't be interested in looking at lots of reports about it being glitchy on sub-par hardware, since they will have no intention of "fixing" that because it's not a bug per se.
