TD only in RTA speedruns because it disables survival rooms... which cost a lot of RTA but pause the timer, so it's good for IGT.

There is no 'difference' so to speak they're just two different ways to achieve the same thing.

High rarity and high level are both good.

Just that rarity only goes up to heroic and doesn't suffer diminishing returns. Leveling does have diminishing returns but there's no relevant cap.
