you can always keep rolling a character, if you don't get one, you'll have an easier time with the next character, and if you get one, you'll strengthen it for example

You need 22400 total spend (i.e 15400 more) for outfit when you count 20 dorm pulls using cards.
Outfit not worth it tbh, rather save for anniversary next patch and it'll rerun for b-chips in future time capsule anyway if you're a spender.
However if you do wanna commit and are looking to dump pulls then there's two options:

• Like miku said, building pity on valkyrie (or weapon) banner for future cost reduction or
• going for Chenxue AOp is a consideration since cost just lines up in the case you do hit pity, and it's comparatively a bigger improvement

For the anniversary part : Basically, Anniversary and CN New Year are 2 of the biggest spending events patches which means generally (since Part 2 started) new valk + DLC (Vita + HoFi DLC in Anniversary last year and Kiana FWS + HoHe DLC in CN New Year), there's a fat chance that this would happen again. So you would want to have a big amount of crystals around to be saved for that specific patch @north relic
