Allow me to explain, Captain!

Since 7.3, all new Valkyries will use the Astral Ring system. This allows you to enter "Stellar Outburst" state, which is essentially a super/burst state that massively changes the gameplay style/mechanics (NOTE: IT IS NOT BURST MODE!). There are 12 Specializations, but only 3 have been released so far.

You must charge Astral Ring Intensity (ARI) to max to enter Stellar Outburst. You can gain ARI in several ways such as consuming "Stellar Drain", attacking and triggering ultimate evasion. The team leader determines the active Astral Ring Specialization.

Like normal Witch Orbs, any more fragments you obtain from this Valkyrie can be converted into Pure Witch Orbs (pwo) via Equip > Fragments > Convert (above Salvage, bottom right).
