at a glance it sounds like you can reasonably get alot more? Is your team missing any gears or is it fully levelled? Maybe show us what you're doing?
the high 600 range is more what you would expect from nirvana scores (albeit with possibly gacha astral ops and higher ranks, as well as hofi instead of vbm. but even in light of all of that, agony 2 is a drastic drop in comparison)
you'll prob opt to skip outbursting in phase 1, and save it for phase 2
if you're struggling for damage in phase 1, maybe wait on vbm so that her ult actually hits the boss for slightly more debuffs

in the case of this, especially pay attention to VBm's KE meter in case it's being consumed and immediately cancelled
and also note the basic 2 cancels they are doing as they attack with vita
transition can have some evade farming subtleties if you need to regain ARI but if you're saving the outburst for p2, this shouldn't be a concern
at any rate, see what you can do with what was mentioned so far for now, We can resort to watching your gameplay later if necessary as a more last resort
for the opener, you may not need the extra damage from VBm's ult actually hitting (2pc effect iirc) since this is only agony 2.
Instead I would consider immediately using vbm's weapon active (eternal dream stig buff) > cancel into ult asap before the boss spawns (3 stacks of passive buff) > weapon active again (3pc extension effect) > cancel by swapping into FDD > follow what the FDD video does so the slam attack hits the boss
this however does miss out on
- 2pc ult debuff as mentioned earlier
- VBm's serious hammering debuff (from weapon active finisher or ult hitting)
- and also ARI from her stellar drain
