I wish they add attractions that will generate income and when you build a functional airport their income will increase but you need proper transportation services to make it work. By doing this you can now unlock the tourist zone which will attract more tourists to the zoned area causing your transportation services to head into this zone which will boost the commercial zones within the vicinity of the area but it will only increase if the attractions in the zone have a high popularity percentage (this will determine the number of people coming in the area). The downside of this is that traffic jams will be common and other transportation will be full so you can limit the number of people coming into the area but this will affect its popularity percentage but you can just create more roads and none-road transportation like trains or boats (it's just invisible routes in the water hopefully it make sense). The other way to boost the attraction is by making hotels so they will have a unique use in the commercial or residential section.
