Hey @calm needle! Are you looking for Cut? The Cut HM is given to you by the captain of the S.S Anne! You can get an S.S Anne ticket from Bill at the end of Cerulean Cape, which is north of Cerulean. You'll then find the key to the Captain's cabin on the deck of the S.S Anne. You can also get its replacement item, the Shears, on the east path of Route 2 (only once you have the HM already). You can use Cut to access it from the west path of Route 2, or take Diglett's cave from Vermillion City to get to it!

wonder trades are fused pokemon. Fused pokemon dont count towards the 470. You'd have to unfuse it in the post game if you dont have the mon since trades mons cant be unfused until later in game

you can access them through the in-game debug mode but you can't do anything there

no buildings to enter, no npcs to talk to

the reason why they are on the map in the first place is due to no one wanting to edit the map to not have them there

because only traded pokemon are effected by needing certain badges to be able to listen. if you caught the mon your self it will listen to you no matter what
