You can also get its replacement item, the Shears, on the east path of Route 2 (only once you have the HM already). Hey @drifting prawn! Are you having trouble with the Pokéradar? You get it from the scientist in Cerulean City's Pokécenter. She gives you the Exp share as a quest reward there, and then will go to Route 24, where she will give you the radar.
When using it, make sure you have a repel active, or else you may only get regular encounters.

ok I think I need help. I counted the mareep for the puzzle. apparently I'm incorrect no matter how many times I tell the drowsy. So I started to brute force it and he won't accept any answer so far. i've done all numbers from 1-20 (cause I've never counted more then 18)

Hey @patent plume! Are you looking for Surf? The Surf HM can be found in Fuschia City's Safari Zone, Area 4! You can follow the path in the image above to get to a house. In there, a scientist will give you the Surf HM!
You can also get its replacement item, the Surfboard, on Route 19, after getting 6 badges (and have the HM already).
