Hey @high quiver! Are you having trouble with the Pokéradar? You get it from the scientist in Cerulean City's Pokécenter. She gives you the Exp share as a quest reward there, and then will go to Route 24, where she will give you the radar.
When using it, make sure you have a repel active, or else you may only get regular encounters.

Randomized mode is only offered if you already have a save file, so that people will play classic mode for their first playthrough.
You can start a game, save, quit, and start a new game if you want to play random, but it's not recommended to randomize trainers for your first time.

Area: Wild Pokémon are replaced randomly for each route.

Global: Wild Pokémon are replaced with other Pokémon on a species per species basis, so if Sunkern replaces Rattata in route 1, it will replace Rattata everywhere else.

So I just got the 3rd badge and I accidentally evolved my Gloom/Poliwhirl fusion with a water stone, and I didn't realize that it would replace the water type with fighting. I have no way to get another poliwag (so I can get politoad instead so it stays grass/water) cause I got it from the breeder on route 5. Any suggestions on what to do?

Random isn’t a case-by-case basis with each encounter. One common Pokémon became Pichu, so you’ll run into Pichu whenever you run into that mon. Same for Palkia

What changes is if you picked Area or Global randomization

thus you cannot relearn a move the mon doesn't learn te begin with.

either you are misremembering, or there was some metadata allowing you to see growlithes moves on arcanines move relearner (maybe because it was the same mon evolved from that specific growlithe); which then got reset by fusing and unfusing.
