you dont see the IDs by default, the IDs are bound to debug mode where you can teleport to the areas direct ... but for that you need to catch all 470 base mons

You still have to grind with those items. Its not a traditional rom or romhack so i can't just add in rare candies to hit the level cap

you mostly only grind a lot in gyms 1-3. The rest you can pretty much defeat them as long as you never skip a trainer in the routes. Especially if you have access to Triple Battle House which significantly makes leveling up faster

just to clarify, did you use the "restart" option specifically?

Windows does this dumb thing where turning it off (using shutdown or pressing the power button), does not actually turn it off.
the "restart" option will actually turn it off in between and free up some resources.

Hello, I am struggling in Expert mode getting outsped by basically everything. Only my very speedy Gengar/alakazam can outspeed some other mons.
An example being; opponent Magcargo/Zoroark fusion which has base speed of 80 outspeeds my Porygon/Scoliopede base speed 88. While being 12 levels below my pokemon. It also outsped my Jolteon/Kabutops.

As far as i understood when choosing expert mode, it didn't change the stats. However, weak moves like Quick attack also does crazy amount of damage despite the fact i'm overleveled.

I enjoy the challenge, but I feel like I am overlooking some aspect which makes building a team very difficult. Am i missing some aspect of expert mode?

If you look on the official pokemon wiki, Bulbepedia, it has stats for every pokemon.
When you catch a new pokemon, you can look up the stats of it.
If you're aiming for a specific stat, it's also very important to remember that the head of a pokemon gives more of it's HP, S-Def, and S-ATK. The body does the opposite, being Atk, Def, and Speed.

So a good example of something you could do is check the wiki when you catch a new pokemon and compare it's stats to some others.
If you want speed especially, make sure the body of the fusion is the fast one. That said, also remember it's a bias towards different stats, they still get mixed together regardless.

Hey @tulip seal! Are you having trouble with the Pokéradar? You get it from the scientist in Cerulean City's Pokécenter. She gives you the Exp share as a quest reward there, and then will go to Route 24, where she will give you the radar.
When using it, make sure you have a repel active, or else you may only get regular encounters.

you have to have encountered all other mons on the route for buneary to be visible on the radar

the repel just ensures you don't get normal walking through grass encounters

1. use radar
2. look for grass spots that either shake more or are shiny [these have higher odds for rarer encounters]
3. if you see no grass spots that match this, reuse radar
4. if there is a grass spot that matches it, head towar that spot and step in
5. if it is buneary, then proceed to capture
6. if it isn't buneary, run away and repeat as needed

Hey @tulip seal! Are you looking for Surf? The Surf HM can be found in Fuschia City's Safari Zone, Area 4! You can follow the path in the image above to get to a house. In there, a scientist will give you the Surf HM!
You can also get its replacement item, the Surfboard, on Route 19, after getting 6 badges (and have the HM already).

You can get an S.S Anne ticket from Bill at the end of Cerulean Cape, which is north of Cerulean. You'll then find the key to the Captain's cabin on the deck of the S.S Anne. You can also get its replacement item, the Shears, on the east path of Route 2 (only once you have the HM already). You can use Cut to access it from the west path of Route 2, or take Diglett's cave from Vermillion City to get to it!
