you can add a constant rate factor (crf) and see if it'll reduce it

try ffmpeg -i in.mov -vcodec h264 -acodec aac -crf 24 out.mp4

lower crf = higher bitrate, thus higher quality therefore larger size
higher crf = opposite of that shit
