we moderate if your bot actually does not function without administrator. like, i try to run a command and it errors and says "i need administrator to run that command"

Ah okay, yeah no, the bot is now updating and has recently gotten a "backup mode" + "anti-raid" system, they bot work-ish without administrator, but are then highly dependable on the proper permission configuration of the server, ive tried limiting its perms and making stuff and tools like permissions/checks (even a command for staff for such), since I notice most problems keep returning due to server moderation, misconfiguring certain permissions.

Yeah, even still though, the bot itself wouldn’t really need admin for those to function - the user can if they need to be setup but the bot can function without for those systems 🙂

We already have an opt-warning when people use the backup system, that we recommend giving the bot administrator permissions for the usage of backups, to make sure the bot is properly capable of backing up all roles/channels. At some point a server had to restore a backup but never applied the administration permission, causing the backup system to fail/error halfway, due to it being incapable of restoring all roles properly, as one without administrator perms cannot create/interact with roles that are higher in the hierarchy as it self. Nor can interact with its own, highest role.

-# luckily due to some failsafe which we had put in place for such backupfailure, we managed to eventually restore the full backup after giving the bot, administrator permissions.

Best way might be to rethink how and why you are doing this. Maybe you could "schedule" the message for delivery and only deliver it when someone uses a command/similar.
If you are 100% certain you want to send to all servers, you'd want to "queue" it so it only sends X messages per timeframe
