frankly those avatars are hidden for a reason, but you can auto-unhide down to Poor - you can change that in the top-right of the safety settings

Your framerate might see a drop by doing that though, those avatars are hidden for being poor-performing
If there's still some avatars that aren't showing properly, you can try manually showing them - open your menu and point your laser pointer at the robot avatar, click on them, and then click Show Avatar

those avatars would be Very Poor, and might take more of a performance hit

I did it through visiting the website which forwarded me to steam when I was already logged into steam and the store page was displayed.

When I did it through vrchats client it gave me the option of credit card.. and I use PayPal.. so instead I did it like this and it worked fine over PayPal.

That error tends to be caused by bad connectivity/packet loss issues - I'd recommend restarting your router and disabling your VPN/changing it's connected location if you're using one o:
