hmmm I think you're a bit wrong on that concept.
It's not that it's not allowed that blacklist is used, it's how it's used and how it works/conflicts with moderation.
For example, blacklisting anyone and/or anything that could prevent VRChat moderation from doing it's job is 100% not allowed. This is probably the main reason most worlds that blacklist get the banhammer.

After that, biggest no no in the ToS on this mater is preventing people from entering your world at all. Because not being able to enter your world, is that done by the world creator on purpose or is that actually a problem with VRChat? VRChat support would not be able to tell. So that is also not allowed.

It is also not allowed to take away control from people once they enter your world. You can't make a system that will kick out people automatically on your terms. People need to enter your world and leave at their own volition.

As far I know the only thing you can control is the part after a user has entered your world. But that.. at many times is a grey area with lots of potential landmines.

but imho... if you're so concerned about someone using your world in a way you don't want. Just put the world private, and only setup group public isntance and just block that person from the group. As far I know they would not be able to participate in your group instances.

also them having to go through and choose who gets to blacklist people would lead to bias and would be pretty unfair, so its best to just not let worlds blacklist ppl.
if someones doing something thats bad enough to warrant being blacklisted from a world, chances are a clip of that submitted in a report would get them punished by vrchat itself
