There’s task force designers, where you can allocate a number of ships of a certain type to a task force. Its in each fleet, its a button with a couple blue ships on it

You can also save the compositiom of the task force

The composition pulls ships out of reserve, so as you build more they'll go into reserve and then reinforce your fleets. Make sure you turn on "automatic reinforcement" though
