You may can't use the playset system, you still can activate and deactivate the by hand, so you can at least play the mods you want

are you on linux?

if yes follow those steps but adjust for your OS the part with the paths for the folders. Just check to have manually deleted both hoi4 folders of the point 3
1- Unsubscribe any mod you have
2- Uninstall the game
3- Manually delete the two Hearts of Iron IV folders, you can find one under documents and the other under steamapp. Those are the usual paths to find the folders
under documents
C:\Users\user\OneDrive\Documenti\Paradox Interactive\Hearts of Iron IV
and under steam
C:\Games\Steam\steamapps\common\Hearts of Iron IV
4- Restart your pc
5- Install the base game again
6 -Try if it works
7- Reinstall the DLCs
8- Try if it works again
9- If everything works after those steps you can risk and install any mods you want
