Assign them to different home ports, remove army/air force units from that tile.

While naval supply hubs are expensive to build, they can help with dispersing large fleets, since you can assign a fleet to have a home base X, but still have them operate near supply hub B.

You're probably not building enough fighters. Common problem with new players. By mid-game, you probably want 30-50 mils solely on fighter aircraft.

If you have By Blood Alone, you can also design better fighter aircraft than the AI, which will eventually grind down Soviet numerical superiority.

Also, in general, the USSR has insane numbers early game; they're a bit of a juggernaut.

you gotta change the regular for a heavy machine gun, and the last slot put a 4 normal machine gun or a heavy 2 machine gun thingy.
Changer your engine to the latest, put the armor plates in the extre fuel tank model, virse versa, self sealing tanks and drop tanks

basic rules of plane design :
1 - If you're not using all the thrust, you're doing something horribly wrong
2 - small airframe = 1 engine, medium = 2 engine. Period. If you don't respect that, then you're doing something horribly wrong
3 - Air attack, range and air defence are to be maxed out in this order of priority from top to lesser
4 - Range should always be at a bare minimum of 800km (it isn't great to be clear), 1000 is what you want to aim for a good light airplane. There is never too much range to have
5 - Light fighters always out-trade against heavy fighters, except in the pacific (where heavy fighters win due to light fighters lacking range and not being able to use superior numbers). Heavy fighters are a almost always a waste in singleplayer
6 - Agility and speed are useful but not primordial
7 - Heavy MG are the gun to use before you get canons 2 (1944 tech)
8 - Electronics are always a waste, except for strat bomber meme
