I‘ve done this quest myself not too long ago and am very picky about my base NPC‘s, so I‘ve visited dozens of space stations. You can find an armorer in pretty much any system that isn‘t abandoned.

They always are placed inbetween the 2nd MT Box and the Exosuit Upgrade Station; and I‘ve been able to interact with and choose them even without the Quest being set to the active one, so I am lost at what could be causing the issue here.
