Some outlaw systems and tier 3 systems will have these freighter events that always spawn the when warped to, this occurs regardless of the 3hrs and 5 warp requirements for a battle, these are not rare, keep warping to these target systems to locate and farm.

Please also note for outlaw freighters to spawn you must meet the prerequisites. Being that you already own a freighter and have completed two battles.
