3000 parts is a fair bit and you can have 400 bases. those bases can be all in the same vicinity and you can build up to 20,000 parts on a single save.
With many players contributing with their own bases, things can get big

no.... the edge of the settlement boundry is 300u from center and you cannot place a computer within that as its already taken space. so you place your comp at the edge, and then your base perimeter overlaps the settlement, allowing you to build within it.

so no markers are showing? to help troubleshoot the issue. if i was you, i'd disable multiplayer. warp to a nearby system. go to a space station. save. restart the game. upon reload, i'd use the teleporter to warp back to the intended system where i'm trying to confirm there are bases loading from ODS. i'd go to the space station's teleporter to check "other bases". see if any are listed. if there are none, then ODS isn't loading bases, therefore no markers.
