You can extend range of your base up to 1000u from the base computer temporarily to build. After a reload that range will have to be expanded again as it will shrink back to 300u. Base parts stay tho.

So my preference is to build base computer where I want the main bulk of the base to be and expand towards power hotspot

Good points above: note in my suggestion because of the original distance (1300u) that does mean the original base computer placement would have to be somewhere between the power hotspot and the "place I want to build" so that both areas are fully in the 2000u diameter that you can extend the base to build into. Once you finish the base you can move the base computer anywhere in that 2000u diameter, but it does not change that original spot being the center of the base.
After the base is completed, you can delete all the base parts used to expand the base boundaries so most folks use some standard set to make it easy to spot and remove them. (I use the Half-Arch with a bright color, myself)

Third alternative, enter build mode and then free cam, move the camera towards the sky, once you get to the border press the same button you entered free cam twice, this will quickly put you back into character and then immediately into free cam, this resets the bubble to the position the camera is in, basically this allows you to use free cam to extend its own border without ever moving your character.
