HG uses expeditions to showcase new stuff and bring attention of the player base, both returning and new players

Can't have an expedition revolving around settlements when one platform does not have them

Another reason, it's unnecessary effort. HG can create expeditions easily by rehashing existing milestones / missions and stitching them up, throwing some lore and whatever rewards. A task that can be assigned to newbie hires when more experienced Devs are working on bigger content for future updates

So a special expedition would mean having to put more resources for 1 specific version of the game thus reducing the manpower in general

At least thats how I see it having looked in the game files myself
