There are two ways: you can visit the Nexus Anomaly using any existing save and can start an Expedition there when one is active (none is right now), and pass stuff in to your Expedition "subsave" that starts up. I use this method. The other way is to start a new save slot for the Expedition. Since all my slots are used, I can't do this old-style way any more.
After completing the Expedition, you pass stuff back out to your main save the same way you passed it in, or if using a dedicated save slot, it converts to a normal save at the end.

We don’t know if they’ll run older expeditions. Nothing is ever certain. They “usually” redux (re-run) the year’s expeditions at end of year. On rare instances they’ve redux’d an older expedition in an altered format, but I don’t think I’d hold my breath on that (bringing back previous ones from other years) unless like Gabriel mentioned, they have something planned for this
