apparently i think my settlement is bugged too, after building the admin building, there were no proposal after i built a fishing place, and its been 24 hours

the second condition is that you must be in game for at least 3 hours since last freighter battle, and you have to warp for at least 5 times. HOWEVER, some (not all) lv3 conflict systems or outlaw systems has 100% chance of spawning a dreadnought battle every single time you warp to those system, effectively ignore the mentioned cooldown
