any lush planet might have floating islands, just look for lush planets and eventually you'll find one
lush planets are more common in some galaxies, but present in all

You can DIY it; it's basically tongue exercise to strengthen your muscles in the area. Obviously, losing weight will help tremendously which will help. My doc once said YOU HAVE A FAT NECK. No wonder you have sleep apnea
