They're right on the planet you spawn on. If you look through your visor you'll see that one of those many markers is for storm crystals

Need a planet with extreme weather. Will show up as Red text on your visor scans when you land on the planet. And in my experience, though I may be wrong, not all extreme weather planets have them. I think they compete for the resource slot with other rare resources.

I haven’t tried it yet, but you might be able to trigger the search quest for them through the catalogue. If you need one to find one, they’re a rare drop from the randomized loot crystals you get from mining ground crystals like dihydrogen
