Fun thing - when I started that new save, I thouth I would also change difficulty to the level similar when you start a Survival mode save.... That was not a good idea... LOL... That was first permadeath save gone after 40 minutes of playing... Next one I started was with a normal level of difficulty / survival mechanics... That works a little better - I can actually walk a few hundred units away from my ship without taking damage due to environmental hazards 😉

Even if, you still need 1800 nanites, there is no outlaw system's suspicious packets vendors, there are no technology vendors at all

So your source of nanites is only what you can find and most sources drop small amounts
