best way to level up fishing early game is to fish at the mountain lake during spring. those are easy fish. river can have some difficult ones espesially in the rain. while the ocean has several difficult ones rain or sun. The lake doesn't get a difficult fish of any kind till summer. but if you fish enough that difficult fish won't be that difficult.
