It's not a bad idea to slowly work towards and certainly fine once you reach a point in the game you have time to consistently gift people. At max hearts the decay of friendship stops too. The random gifts and rewards are nice.

Not gifting dosn't make your friendship go down, not talking to them does. Gifting just gets your points up

Friendship decays very slowly when you don't talk to an NPC, the decay is more so noticeable when you don't talk to your spouse. Once at max hearts the villagers don't decay from not talking to them though - aside from your spouse. Gifting is just a much faster way to increase people's friendship with you than just talking to people only, especially on their birthday with a loved gift.
