Not even CA does. Due to the red tape and fees for publishing updates on mobile and consoles, the bugfix and balance adjustments are being done on PC first where it's cheaper/faster/easier. Then a finalized version can be ported once each to the other platforms so the delays/fees only have to be dealt with once.
