Certain early levels of the Mines have fiber, as does Cindersap, and the areas around the Community Center and the train station.
Of these, the mines is probably the best, with spamming floor 25 using the elevator probably being the easiest method.

You just hit rocks in the mines until you find ladders and get checkpoints every five levels to get down. The elevator has the checkpoints and that’s unlocked after you hit level five in the mines

If you're planning to farm a lot, getting the hoe and watering can up will help you a lot!
