Nerf some of the light weapons. Double barrel, sniper, V9S are probably the biggest candidates imo but if you ask me they could use some hits across the board (I'm biased)

Oh, and smooth out the AKM recoil just a smidge

Heavy is definitely the bigger issue this season, they were on equal ground in S8 but they nerfed basically all of light's competitive gear and then either buffed all of heavy's stuff or gave them slaps on the wrist.
The Winch changes were actually a joke, they only made it easier for other heavies to deal with and then they left it basically the same for light and medium matchups.
