Yes, I made the currently meta weapons weaker and the bad weapons stronger in order to reduce the power gap between weapons. Some weapons have proven to be far too powerful (Bardiche) to stay in their current state (especially considering the other changes) and need to be toned down, while others are simply not up to par with the rest in the current state of the game. A shake-up to what the current meta is is always going to be healthier than keeping the same weapons in the same-ish state that continues perpetuating problems.

The Morningstar is getting buffed because of the Flanged Mace's massive buff in order to distinguish the two weapons. Morningstar is the much more powerful-hitting base mace, but has the least armor penetration. Flanged Mace, however, would be a weaker mace with higher penetration to make it feel more viable.

The first change is supposed to be a quality of life change when blocking with just about anything. The fact you are practically stuck in shield after blocking feels like an error in design and doesn't mesh well with how other aspects of the game work. This would make blocking with weapons much more smooth.
