It's a modifier you can find in your list of stats. It gives you a percentage bonus to magic damage, but it's not 1:1 (ie 3 magic power is not 3% bonus to magic damage). Generally, damage is much better than power

Not exactly sure what you mean, but it does nothing against unarmored targets like the training dummy, for everything else +3 true phys would convert 3 phys into 3 true so your 20 damage hit would do 17 normal phys and 3 true damag AFAIK
