australia servers are fairly empty. Unfortunately in those cases raid search just auto abandons after 5 minutes. if you are waiting for more than 5 minutes, you should abort and try again.
With VPN it's just worse, better chance to join solo raid without VPN currently it seem.
Try hitting reset ping and restarting if it keeps going past 5 minutes.

This wipe will also bring some missions rebalances and such, so PvE has to wipe with that.
